Establishes definitions for "school-based health center" (providing comprehensive medical and behavioral health services) and "expanded school health site" (providing medical, behavioral, dental, counseling, and preventive services) located in school facilities.

Prohibits use of the term "school-based health center" or similar terminology unless a facility meets the statutory definition; authorizes Department of Public Health to adopt minimum quality standards through regulation.

Expands the school-based health center advisory committee's scope to include guidance on expanded school health sites and their quality standards.

Permits loan repayment program participants and salaried primary care clinicians and nurses to provide services in school-based health centers and expanded school health sites as an alternative to traditional community-based provider obligations.

Exempts school-based health centers and expanded school health sites from certificate of need requirements, placing them in the same regulatory category as community health centers and federally qualified health centers.
