Commissioner of Developmental Services shall develop a plan by July 1, 2016, in consultation with service users, families, advocates, service providers, and labor representatives to ensure all eligible individuals with intellectual disability receive services by July 1, 2017.

Plan must describe additional staffing, facilities, appropriations needed, required Medicaid waivers, additional resources, and implementation timeline for community-based residential services, respite care, emergency care, day programs, vocational services, and in-home support services.

Plan shall be submitted to joint standing committees on public health, human services, and appropriations by January 1, 2017.

Commissioner must provide all eligible individuals with intellectual disability the described services by July 1, 2017, in accordance with the submitted plan.

Services shall not result in reduction of other Department of Developmental Services offerings or reduction in pay or benefits for department employees or contracted service providers.
