Requires the Commissioner of Children and Families to notify school employees, superintendents, and the Commissioner of Education within five working days of completing abuse or neglect investigations.

Mandates suspension with pay of school employees when investigators find reasonable cause to believe abuse or neglect occurred and recommend placement on the child abuse and neglect registry.

Requires removal of all references to unsubstantiated abuse or neglect reports from school employee personnel records and prohibits use of such reports in employment decisions regarding discipline, salary, promotion, transfer, or termination.

Requires state's attorneys to notify superintendents and the Commissioner of Education when school employees are convicted of crimes involving child abuse, neglect, or specified sexual offenses.

Mandates all school employees complete child abuse reporting training programs, with initial training required for employees hired after July 1, 2011, and refresher training every three years.
