Establishes a two-year pilot program through the Department of Energy and Environmental Protection to support development of shared clean energy facilities using Class I renewable energy sources with nameplate capacity of 4 megawatts or less and at least two subscribers

Limits pilot projects to 2 megawatts aggregate in electric distribution company service areas with 17 or fewer cities and towns, and 4 megawatts in service areas with 18 or more cities and towns, with an overall statewide cap of 6 megawatts

Requires the department to issue a request for proposals by January 1, 2016, and establishes billing credits for subscribers along with consumer protections including disclosure requirements for subscription sales and resales

Mandates selected recipients to submit annual status reports to the joint standing committee on energy and the department for two years after project selection

Requires the department to file a comprehensive evaluation report by January 1, 2018, assessing the pilot program's success, comparing similar programs in other states, and recommending whether to establish a permanent program
