Prohibits public institutions of higher education and their faculty members from requiring students to purchase a new edition of a textbook within three years of the previous edition's initial publication date.

Applies to all courses offered at public institutions of higher education in Connecticut, as defined in section 10a-173 of the general statutes.

Takes effect on July 1, 2015.

Referred to the Committee on Higher Education and Employment Advancement and received a joint favorable recommendation.
