Repeals and replaces Section 21a-317 of the general statutes, effective October 1, 2015

Requires all practitioners who distribute, administer, or dispense controlled substances to obtain a certificate of registration from the Commissioner of Consumer Protection and register for access to the electronic prescription drug monitoring program

Prohibits the Commissioner from issuing or renewing a license for practitioners who distribute, administer, or dispense controlled substances unless they have obtained a certificate of registration and registered for the monitoring program

Makes practitioner licensing and renewal contingent upon registration in the electronic prescription drug monitoring program
