Adds new definition of "autocycle" to motor vehicle law: a three-wheeled motor vehicle with steering wheel and foot pedals, fully or partially enclosed seats, and safety belts for occupants (effective July 1, 2015)

Exempts autocycles from motorcycle endorsement requirements on operator's licenses, meaning the "M" designation is not required to operate an autocycle

Prohibits autocycles from overtaking and passing vehicles in the same traffic lane and restricts passengers under age 18 on autocycles to those permitted under general passenger restrictions for young drivers

Excludes autocycles from mandatory motorcycle insurance requirements and helmet regulations that apply to traditional motorcycles and motor-driven cycles

Amends motorcycle-related statutes to clarify that autocycles are separately classified and not subject to standard motorcycle operating rules and restrictions
