Prohibits revenues designated for the Special Transportation Fund from being deposited, transferred, or paid into any other fund, effective July 1, 2015.

Restricts use of Special Transportation Fund resources exclusively for debt service on transportation bonds, Department of Transportation and Motor Vehicles appropriations, and designated State Police motor patrol expenses.

Requires emergency declaration by the Governor and three-fifths approval of both legislative houses to authorize any diversion of Special Transportation Fund resources to other purposes.

Codifies existing revenue streams deposited into the Special Transportation Fund, including motor fuel taxes, vehicle receipts, federal transportation revenues, and various transportation-related fees collected since 1984.

Removes obsolete language stating fund resources shall be used only for transportation purposes and replaces it with detailed statutory restrictions requiring legislative override for any exceptions.
