SB 942 - Education Budget Implementation

• Modifies education grant funding provisions to allow proportionate reductions if total grants exceed appropriated amounts, extending grant reduction authority from specific fiscal years through June 30, 2015 to "each fiscal year thereafter" for multiple education programs.

• Transfers youth service bureau program administration from the Commissioner of Education to the Commissioner of Children and Families, including grant management, program monitoring, and regulatory authority.

• Transfers early intervention services (birth-to-three program) lead agency responsibility from the Department of Developmental Services to the Office of Early Childhood.

• Removes specific matching fund requirements for school lunch and breakfast programs, eliminating the ten-cents-per-lunch supplement requirement while maintaining federal matching obligations.

• Repeals multiple education statutes including sections on priority school district grant programs (sections 10-265f, 10-265g, 10-265k, 10-265l, 10-265m, 10-265p, 10-265q, 10-266t, 10-266u) and library provisions (sections 11-24b, 11-31a to 11-31c), effective July 1, 2015.
