Requires all school districts to provide at least 180 days of actual school sessions and 900 hours of actual school work for grades kindergarten through twelve, effective July 1, 2017.

Eliminates the previous distinction between half-day and full-day kindergarten programs, consolidating kindergarten into the same 900-hour requirement as grades one through twelve.

Allows school districts to count no more than seven hours of actual school work in any single school day toward the total annual requirement.

Authorizes the Department of Education to provide support and technical assistance to school districts implementing the full-day kindergarten requirement for fiscal years ending June 30, 2016 through June 30, 2018, within available appropriations.

Maintains State Board of Education authority to approve alternative school scheduling plans that meet the 900-hour requirement for grades kindergarten through twelve.
