Adds four new definitions to labor and capital city development statutes effective January 1, 2016: "labor peace agreement," "substantial proprietary interest" (minimum $25 million Capital Region Development Authority investment), "hotel," and "concession area."

Defines labor peace agreement as an accord between contractors/subcontractors and labor organizations representing hotel or concession area employees requiring the labor organization to refrain from strikes, boycotts, work stoppages, and picketing.

Grants the Capital Region Development Authority power to require labor peace agreements for any project where the authority holds substantial proprietary interest, with contracts for hotel and concession area operation or management services entered into on or after January 1, 2016.

Allows the authority to waive the labor peace agreement requirement if it determines the contract would not be completed with such requirement and documents this determination in writing, subject to Freedom of Information Act disclosure.
