Requires the Secretary of the Office of Policy and Management to annually determine by September 1st appropriations for needle and syringe exchange, AIDS services, cancer detection, tuberculosis care, and venereal disease control, then inform the Insurance Commissioner of these amounts.

Establishes a public health fee paid annually by domestic insurers and health care centers to the Insurance Commissioner, calculated by multiplying enrolled lives in the state by a factor designed to fully fund the public health programs identified above.

Insurers and health care centers must report their number of insured or enrolled lives (excluding Medicare, Medicaid, workers' compensation, and Medicare Part C) to the Insurance Commissioner by September 1st annually.

Insurance Commissioner must determine and notify insurers of the proposed public health fee by December 1st, allow objections through December 20th, and issue final fees by January 1st with payment due by February 1st annually.

Increases the minimum newborn screening program fee from $56 to $98 per infant and repeals sections 19a-490t and 38a-1051 of the general statutes, all effective July 1, 2015.
