Authorizes the State Bond Commission to issue special tax obligation bonds not exceeding $1,300,000 for traffic improvements at RHAM Middle and High School Campus in Hebron, Connecticut.

Proceeds shall be used by the Department of Transportation to implement short-term recommendations and long-term improvements identified in the RHAM Middle and High School Campus Traffic Assessment Supplemental Materials dated November 20, 2014.

Bonds are classified as special obligations of the state, payable only from pledged revenues under sections 13b-61 and 13b-69 of the general statutes, with no liability to the state or political subdivisions beyond pledged revenues.

Requires the State Bond Commission to receive a signed request from the Secretary of the Office of Policy and Management and any required capital development impact statements, conservation and development policy reports, and farm land statements before authorization.

Takes effect July 1, 2015.
