Board of Regents for Higher Education must develop a written definition for all sub-baccalaureate certificates by January 1, 2016, to create consistency among various certificate programs across institutions.

Institutions of higher education and private occupational schools must submit annual data on sub-baccalaureate certificate programs starting July 1, 2016, including enrollment, entry requirements, credentials awarded, and completion time.

Office of Higher Education shall compile certificate program data and make it publicly available on its website by July 1, 2017, to help students compare programs and make informed enrollment decisions.

Each institution must develop one-page fact sheets for each sub-baccalaureate certificate program containing tuition, fees, costs, graduation rates, job placement rates, and average student debt.

Board of Regents shall establish a working group to design uniform naming conventions for noncredit certificate programs at community-technical colleges and review tuition consistency by July 1, 2016.
