Establishes legal definition of "unmanned aerial vehicle" (UAV) as power-driven aircraft operated without direct human intervention from within or on the device, and excludes UAVs from the statutory definition of "aircraft"

Prohibits operation of UAVs equipped with tear gas, deadly weapons, explosives, incendiary devices, or firearms; violation constitutes a class C felony

Expands voyeurism statute to include images captured using electronic technology or UAVs that provide views not otherwise obtainable, when subject is not in plain view and has reasonable expectation of privacy

Requires law enforcement agencies operating UAVs to obtain warrants, advance written consent, or meet specific exigent circumstances; mandates registration with Office of Policy and Management and annual reporting to Chief State's Attorney

Requires state agencies operating UAVs to register with Office of Policy and Management and submit annual reports on operations; mandates data destruction or modification timelines for information collected on individuals and private property

Establishes presumptive evidence that tear gas, weapons, explosives, or controlled substances found on UAVs belong to each person operating the vehicle

All provisions effective October 1, 2015
