Commissioner of Consumer Protection shall conduct a study on fair sale practices for entertainment event tickets.

Study must examine whether to prohibit restrictions on resale of tickets in subscription or season ticket packages.

Study must examine whether to prohibit denying ticket holders access to events based on presenting a resold ticket.

Study must examine whether to prohibit ticketing systems that don't offer purchasers the option to transfer tickets freely without additional fees.

Commissioner shall report findings to the joint standing committee on consumer protection by January 1, 2016.
