Allows manufacturers producing less than 25,000 gallons of alcoholic liquor annually to sell at retail from their premises in sealed containers for off-premises consumption.

Limits retail sales to a maximum of 1.5 liters per consumer per day and 5 gallons per consumer per two-month period.

Permits tastings of spirits distilled on premises, increasing the limit from 0.5 ounces to 2 ounces per patron per day, with tastings prohibited before 11 a.m. on Sundays and before 10 a.m. on other days.

Prohibits manufacturers selling more than 10,000 gallons annually from selling alcoholic liquor at wholesale to retail permittees within the state.

Removes the provision allowing non-cider manufacturer permit holders to automatically receive wholesaler permits.
