Modifies rate-setting provisions for residential care homes effective July 1, 2015, changing the fiscal year ending June 30, 2015 provisions to apply beginning fiscal year ending June 30, 2016.

Requires the Commissioner of Social Services to apply an inflation cost limitation under state regulations of no less than five percent, rather than allowing discretionary increases up to five percent.

Increases the minimum reimbursement for real property from three dollars and ten cents per resident day to five dollars and ten cents, with exceptions for facilities that completed full renovations or received certificate of need approval for renovations.

Establishes a minimum rate of return of five percent for real property assets placed in service prior to cost year 2014.

Grants the Commissioner authority to eliminate the rate of return adjustment under state regulations, with changes to previous waiver provisions for ownership changes and health and safety improvements.
