Repeals and replaces Section 9-14 of the general statutes regarding residency of persons in state institutions.

Clarifies that incarcerated individuals in Department of Correction facilities shall not be counted as residents of the town where the prison is located for electoral purposes.

Prevents incarcerated persons from being admitted as electors in the town where their institution is located unless they can prove bona fide residency there prior to incarceration.

Updates gender-specific language in the statute from "he" to "or her" and "such person" for inclusive drafting.

Effective upon passage.
