Adds the legislative branch of Connecticut state government to the definition of "employer" under collective bargaining law, allowing legislative employees to unionize.

Excludes "partisan staff members of the legislative branch" from the definition of "employee" eligible for unionization, protecting political appointees and partisan workers from union coverage.

Makes State Education Resource Center employees subject to Chapter 68 (Connecticut's collective bargaining statute) by establishing the center as an employer under state labor law, allowing SERC employees to form unions.

Clarifies that State Education Resource Center personnel practices and policies regarding compensation, retirement, and hiring must comply with any applicable collective bargaining agreements.

All changes take effect October 1, 2015.
