Health districts with 50,000+ population or serving 3+ municipalities receive $1.85 per capita annually, contingent on employing a full-time director of health or receiving a waiver if a vacancy exceeds 90 days.

Municipal health departments with 50,000+ population receive $1.18 per capita annually, with the same full-time director requirement or waiver option for vacancies exceeding 90 days.

Both health districts and municipal health departments must have Commissioner of Public Health approval of their budgets and appropriate at least $1 per capita from local tax receipts to be eligible for state funding.

Unexpended funds for fiscal years ending June 30, 2015 and 2016 carry over to the next year's budget, but beginning in fiscal year 2017, unused funds revert to the state General Fund.

Changes take effect October 1, 2015 and amend Connecticut General Statutes sections 19a-245 and 19a-202.
