Commissioner of Social Services, in consultation with the Commissioner on Aging, shall conduct a study to determine whether the state has a sufficient number of nursing homes and whether services meet long-term care needs.

Study must include data on nursing home population changes annually from fiscal years 2009 to 2014, state budget expenditures on nursing home care during those years, and identification of needed programmatic or legislative changes.

Commissioner of Social Services must report findings to joint standing committees on aging and human services no later than July 1, 2016, and may include recommendations for addressing service gaps and improving access.
