Establishes an Infant and Toddler Services Board to formulate a strategic plan for the health and well-being of children ages birth to three in the state.

Board composition includes 12 members: six appointed by legislative leaders (two each by House Speaker and Senate President Pro Tempore, and one each by majority and minority leaders of both chambers), plus four state commissioners (Early Childhood, Children and Families, Public Health, and Social Services), the Child Advocate, and the executive director of the Commission on Children.

Requires all board appointments to be made within 30 days of the effective date, with the House Speaker and Senate President Pro Tempore selecting two co-chairpersons to schedule the first meeting within 60 days.

Mandates the board submit annual reports beginning January 1, 2016, to relevant joint standing committees of the General Assembly with findings and recommendations for administrative or legislative action.

Administrative support for the board shall be provided by the staff of the joint standing committee with cognizance over children's matters.
