Establishes a task force effective July 1, 2015 to study conservatorships for persons with mental disabilities, including attorney compensation, conservator qualifications and training, funding allocation, and barriers to public assistance eligibility.

Task force consists of 9 members: legislative appointees from House and Senate leadership (including an advocate for the mentally ill and a support services provider), a non-attorney conservator, an attorney conservator, the Probate Court Administrator, Commissioner of Social Services, and Commissioner of Mental Health and Addiction Services.

Requires all task force appointments within 30 days of the effective date, with the first meeting scheduled no later than 60 days after the effective date.

Directs the task force to submit findings and recommendations to the judiciary, public health, and human services committees no later than January 1, 2016, at which point the task force terminates.

Administrative support provided by the joint standing committee staff with cognizance over public health matters.
