Defines "supplemental first responder" as an emergency medical services provider holding a certificate of authorization who responds to emergencies when available and called upon.

Requires supplemental first responder applicants to submit a $200 annual fee and obtain letters of support from the primary service area responder and municipal chief elected official or chief executive officer.

Authorizes the Commissioner of Public Health to issue one-year certificates of authorization after consulting with the Office of Emergency Medical Services and holding a public hearing to determine necessity of services.

Establishes a 30-day appeal process for applicants denied certificates, with denied applicants eligible to reapply no sooner than one year after denial.

Requires municipal emergency medical services plans to describe coordination and cooperation between primary service area responders and supplemental first responders with certificates of authorization.
