Establishes a special police force for Manchester Community College in Manchester, joining existing special police forces at University of Connecticut campuses, Central Connecticut State University, Southern Connecticut State University, and Eastern Connecticut State University.

Members of the special police force shall have the same duties, responsibilities, and authority as members of a duly organized local police department, with jurisdiction extending to property owned or controlled by the college.

Special police force members remain state employees subject to state employee provisions and collective bargaining unit protections for protective services employees.

Provides state protection and indemnification for special police officers against financial loss from civil rights claims if the officer's actions were not wanton, reckless, or malicious and were performed in the discharge of duties.

Act becomes effective October 1, 2015.
