Establishes a jail diversion program for veterans administered by the Department of Mental Health and Addiction Services to divert veterans with trauma-related symptoms from criminal justice into treatment and recovery services, effective October 1, 2015.

Expands the supervised diversionary program (Section 54-56l) to include veterans with treatable mental health conditions alongside persons with psychiatric disabilities, allowing participation once if amenable to treatment and appropriate services are available.

Modifies the pretrial accelerated rehabilitation program (Section 54-56e) to allow veterans to participate up to two times instead of once, if discharged honorably and approved by the court.

Allows veterans charged with drug violations to be referred to the Department of Veterans' Affairs or United States Department of Veterans Affairs for drug education and substance abuse treatment services under the pretrial drug education program (Section 54-56i).

Requires the Court Support Services Division to submit reports by January 15, 2016 to the Legislature detailing the number of veterans and nonveterans admitted to or denied admission to these three diversion programs in the preceding calendar year.
