Reorganizes and renumbers existing tuition waiver eligibility criteria at regional community-technical colleges under section 10a-77(d), effective July 1, 2015.

Maintains tuition waivers for nine existing categories: dependents of missing-in-action/prisoner-of-war service members, veterans, seniors 62+, Connecticut State Police Academy students, Connecticut Army/Air National Guard members, dependents of public safety officers killed in duty, dependents/spouses of terrorism victims, dependents of victims of a specific 2005 Avon car crash, and dependents/spouses of military members killed in action after September 11, 2001.

Adds new tuition waiver eligibility beginning July 1, 2015 for students who: enroll at least half-time in certificate programs with high graduation rates addressing workforce shortages (as identified by the Office of Workforce Competitiveness) or degree-granting programs, maintain a minimum 2.5 cumulative GPA, and remain on schedule to complete their program.

Reduces tuition waivers by the amount of any educational reimbursement received from an employer.

Gives veterans and National Guard members the same course registration status as students not receiving tuition waivers.
