Allows judicial marshals to serve copies of capias mittimus orders (made through photographic, micrographic, or electronic imaging) in child support matters, not just original documents.

Requires the Commission to adopt regulations establishing professional standards and training requirements for state marshals, and implement policies to increase marshal participation in serving capias mittimus orders.

Modifies the Comptroller's electronic compensation system to process income withholding orders from state and federal courts, including those transmitted through the federal Office of Child Support Enforcement.

Updates unemployment compensation procedures to recognize income withholding orders transmitted through the federal electronic income withholding order process and treat withheld amounts as paid child support obligations.

Prohibits Department of Social Services employees from contacting employers of putative fathers in IV-D support cases without a court order unless paternity has been legally established.

Establishes a task force to study technological and other initiatives to maximize child support collection, with representatives from the General Assembly, Commissioner of Social Services, and Chief Court Administrator; task force must report findings by January 1, 2017.
