Removes requirement for municipalities and employees to file statements with court regarding payment of judgments in civil rights cases; allows same attorney to represent both municipality and employee.

Modifies court appeal procedures in planning and zoning cases to allow courts to reverse, affirm, modify, revise or remand decisions consistent with evidence in the record.

Authorizes family support referees to solemnize marriages and validates all marriages performed by family support referees before this act's effective date if the referee represented themselves as qualified.

Eliminates bond or recognizance requirements for plaintiffs in civil actions unless a judicial authority finds good cause and orders one; removes automatic burden on non-resident and indigent plaintiffs.

Authorizes Lori Calvert to present a claim against the state to the Claims Commissioner notwithstanding failure to file proper notice within statutory time limits, with the state barred from raising procedural defenses.
