Allows minors aged 14 and older to be employed as referees, umpires, and officials for youth athletic programs, provided they are certified by a national certification program and officiate age brackets younger than their own.

Requires youth athletic program referees, umpires, and officials aged 14 to work under supervision of a person who is at least 18 years old.

Extends existing employment restrictions for 14 and 15-year-olds to youth athletic officials, including limits of 40 hours per week, 8 hours per day, and work hours between 7 a.m. and 7 p.m. (until 9 p.m. from July 1 to Labor Day).

Requires employers of 14-year-old youth athletic officials to obtain and maintain age certificates on file, subject to inspection by the Labor Department.

Effective date is October 1, 2015.
