Establishes a quarterly fee on "covered employers" (businesses with 500+ employees in Connecticut) of $1 per hour worked by employees earning $15/hour or less, beginning January 1, 2016.

Creates a "human services support account" funded by collected fees to support Medicaid consumer-directed services, child care subsidies, and early childhood programs serving low-wage workers' families.

Defines covered employers to include businesses with 500+ direct employees or franchisors whose franchisees collectively employ 500+ workers, excluding nonprofits and government entities.

Establishes the Connecticut Low Wage Employer Advisory Board with 11 members appointed by the Governor and legislative leaders to study low-wage labor practices and recommend policies to the Labor Commissioner and relevant agencies.

Allows covered employers to appeal fee determinations to the Labor Commissioner and exempts employees covered by collective bargaining agreements executed before the law's effective date from the fee requirement.
