Prohibits hiring individuals convicted of a felony within the five years prior to applying for positions at the Department of Social Services that involve administering, managing, or providing public assistance funds.

Requires the Commissioner of Social Services to adopt policies and procedures implementing the hiring prohibition by October 1, 2015.

Mandates state and national criminal history records checks for all applicants seeking positions that involve managing public assistance funds, in accordance with Connecticut General Statutes section 29-17a.

Takes effect July 1, 2015.
