Expands elector eligibility for the Borough of Fenwick to include all town of Old Saybrook residents living within borough limits, U.S. citizens age 18+ with at least $1,000 in assessed property taxes, and holders of record interest in real property within the borough.

Removes the prior requirement that electors own real estate and be domiciled in the borough for two months to establish voting rights.

Establishes voting procedures for corporations and non-natural person entities, limiting each to one vote per property, with disputes over voting direction resulting in no vote being cast.

Allows property interests held through various entity forms (corporations, partnerships, trusts, joint ownership) without precluding participation in borough meetings or referendums.

Updates terminology throughout the charter from "freeman" and "legal voters" to "elector" and removes references to the two-month domicile requirement for voting eligibility.
