Expands membership eligibility to include corporations, trusts, partnerships, limited liability companies, and other legal entities that own property within Giants Neck, in addition to individual property owners.

Establishes one vote per property regardless of ownership structure or number of co-owners; allows entities to designate a member representative and permits co-owner disagreements to result in no vote being cast.

Changes governing board member term lengths from three years to two years for newly elected members while maintaining staggered elections.

Authorizes absentee voting for specified matters including annual operating budgets, capital projects not exceeding $15,000, and disposition of association assets, subject to bylaw procedures.

Permits special assessments for capital projects upon approval by association members voting at a duly warned meeting, separate from the regular tax assessment which remains capped at eight mills on the dollar.
