Requires electric generating facility owners to submit a plan within six months of retirement to sell, transfer, reenergize, or decommission the facility, with a two-year execution period and status reports every six months.

Defines "abandoned" facilities as those not generating power for two or more years without a power purchase agreement and designates owners responsible for submitting decommissioning plans within six months of the effective date.

Authorizes the Public Utilities Regulatory Authority to issue orders requiring facility owners to complete their plans within one year without extension, with civil penalties assessed for non-compliance and each day of continued violation counted as a separate offense.

Grants municipalities the power of eminent domain to seize abandoned electric generating facilities, exempts towns from environmental remediation costs, and assigns full liability for environmental remediation to the former facility owner.

Requires new electric generating facilities to submit comprehensive decommissioning plans including projected useful life, dismantlement methods, site restoration procedures, cost estimates, and financial assurance mechanisms such as bonds or letters of credit.
