Prohibits out-of-school suspensions for students in preschool through grade 2, requiring all suspensions to be in-school suspensions effective July 1, 2015

Allows out-of-school suspensions for grades 3-12 only when administration determines the student poses danger to persons/property or disrupts education, with evidence of prior disciplinary problems and failed intervention attempts

Permits out-of-school suspensions for preschool-grade 2 students only if their conduct is violent or sexual in nature and endangers persons

Limits expulsion authority to grades 3-12, except for mandatory expulsion hearings in preschool programs for possession of firearms on or off school grounds

Preschool program providers may only authorize in-school suspensions and must conduct formal expulsion hearings with notice to parents that includes information about free or reduced-cost legal services
