Substitute Senate Bill No. 1054

• Designates a Department of Education employee to provide information and assistance to school boards and parents regarding detection, recognition, and evidence-based structured literacy interventions for students with dyslexia, effective July 1, 2015

• Requires teacher preparation programs to include not fewer than 12 clock hours of instruction on detecting and recognizing dyslexia and providing evidence-based structured literacy interventions, effective July 1, 2015

• Mandates in-service training for teachers, administrators, and pupil personnel on detection and recognition of dyslexia and evidence-based structured literacy interventions for students with dyslexia

• Requires reading assessments for kindergarten through grade three students to measure phonics, phonemic awareness, fluency, vocabulary, and comprehension, and assist in identifying students at risk for dyslexia or other reading-related learning disabilities by January 1, 2016

• Requires the Commissioner of Education to submit developed or approved reading assessments to the joint standing committee on education by February 1, 2016
