Expands truancy clinics from Waterbury and New Haven Regional Children's Probate Courts to any Regional Children's Probate Court serving alliance districts, or any Probate Court serving alliance districts without a Regional Children's Probate Court.

Defines "chronically absent child" as a student with absences (excused, unexcused, disciplinary, or in-school suspensions of half a day or more) equal to or greater than 10% of enrolled school days in a school year.

Requires local and regional boards of education to establish attendance review teams if district chronic absenteeism rate is 10% or higher, or if any school has a chronic absenteeism rate of 15% or higher.

Directs Department of Education to develop a chronic absenteeism prevention and intervention plan by January 1, 2016, including data collection methods, information on causes and effects of chronic absenteeism, and optional mentorship and incentive programs.

Requires State Board of Education to define "disciplinary absence" by January 1, 2016, and modifies school district reporting requirements to include data on truants and chronically absent children.
