Prohibits school employees from using prone physical restraints or life-threatening physical restraints on students at any time, effective July 1, 2015.

Limits physical restraint and seclusion to emergency interventions preventing immediate or imminent injury, not to exceed 15 minutes or one minute per age of student, whichever is less.

Requires school employees to complete in-service training on proper restraint and seclusion techniques before using these interventions.

Mandates local and regional boards of education notify parents or guardians within 24 hours (with reasonable effort for immediate notification) when a student is placed in physical restraint or seclusion.

Adds restraint, seclusion, and deescalation techniques to the in-service training requirements for teachers, administrators, and pupil personnel; requires planning and placement teams to inform parents about physical restraint and seclusion laws at initial special education meetings.
