Requires vendors with food service, vending machine, and goods stand contracts in state parks to report annual revenue to the Department of Rehabilitation Services by December 1st annually, with reports compiled and transmitted to the Commissioner of Energy and Environmental Protection by January 1st.

Directs the Commissioner of Energy and Environmental Protection to compile and report annually by January 30th on food service facilities and vending operations in state parks, including number of locations, revenues generated, contractual payment provisions, amounts paid to the state, and how revenues were used.

Requires the Commissioner of Energy and Environmental Protection to develop a request for information by August 15, 2015, regarding concessions, services, and recreational amenities at state parks (including parking options and revenue-sharing arrangements) and submit findings and recommendations to the relevant legislative committee by December 1, 2015.

Directs the Commissioner of Energy and Environmental Protection to establish rental fees by July 31, 2015, for special events of limited duration at state parks (such as weddings), with fees based on and increasing with the number of attendees.

Requires the Commissioner to amend the Adopt A Park program by July 31, 2015, to allow charitable sponsors to be recognized with plaques at parks, with minimum donation levels of $2,500 and multiple sponsorship tiers available.
