Creates civil liability for peace officers who interfere with any person recording photographic, digital still, or video images of peace officers performing their duties, effective October 1, 2015.

Allows members of the public to bring legal action against peace officers for damages if they are unlawfully prevented from recording police activity.

Provides exceptions protecting peace officers from liability if they had reasonable grounds to believe interference was necessary to enforce criminal law, protect public safety, preserve crime scene integrity, safeguard privacy interests, or enforce Judicial Branch policies on recording in court facilities.

Defines "peace officer" using the same definition provided in Connecticut General Statutes Section 53a-3.
