Commissioners of Correction, Mental Health and Addiction Services, and the executive director of the Court Support Services Division must conduct a feasibility study by January 1, 2016 on creating a special prison population for inmates with drug abuse and dependency issues, including review of other states' practices.

Municipalities may document and request reimbursement from the Department of Correction for costs providing services to homeless parolees who are not residents and have no housing strategy in their offender accountability plan.

$300,000 is appropriated to the Office of Policy and Management for fiscal year 2015-2016 to provide reentry services through the Family Reentry, Inc. (Fresh Start Program) in New Haven.
