Amends the Metropolitan District's charter to allow newspapers to publish brief summaries and web references instead of full legal notices for competitive bids, provided the full notice is posted free of charge on the newspaper's website.

Raises the capital expenditure threshold requiring district board approval and voter referendum from $5 million to $20 million (adjusted annually for inflation), effective October 1, 2015.

Allows appropriations up to $40 million for emergency public safety purposes with only two-thirds district board approval, without voter referendum.

Extends the deadline for filing water service liens from one year to two years after assessments become payable.

Extends the maximum maturity date for municipal sewerage system bonds from 30 years to 40 years from the date of issue.
