Converts the Office of State-Wide Emergency Telecommunications to a Division within the Department of Emergency Services and Public Protection, effective October 1, 2015.

Establishes the next generation 9-1-1 telecommunication system on and after October 1, 2015, enabling users to reach public safety answering points by transmitting text messages, images, or videos in addition to voice calls.

Requires telephone companies to provide enhanced 9-1-1 service features including selective routing, automatic number identification, and automatic location identification by December 31, 2016.

Requires public safety answering points to submit annual certifications to the Division confirming the accuracy of their enhanced 9-1-1 service utilization plans.

Expands the definition of 9-1-1 calls to include voice, text message, video, and image communications, and updates references to "office" to "division" throughout emergency telecommunications statutes.
