Changes courts from "may" to "shall" order restitution to pawnbrokers, secondhand dealers, and precious metals dealers when the seller of seized property is convicted of an offense and the dealer suffered economic loss.

Requires law enforcement officers to provide a signed receipt when seizing property from pawnbrokers, secondhand dealers, or precious metals dealers, including case number, property description, seizure reason, officer information, and claimant details.

Allows secondhand dealers and precious metals dealers who held pawnbroker licenses on March 31, 2011 and continue to hold them to pay cash for property received under their current licenses, without the "until July 1, 2021" expiration date restriction.

All provisions take effect October 1, 2015.
