Extends virtual net metering program to water companies that treat and distribute public water supplies, allowing them to participate alongside existing municipal, state, and agricultural customer hosts.

Defines "water company customer host" as an in-state retail electric utility customer using electricity for water treatment and distribution that owns a water company virtual net metering facility with a nameplate capacity of three megawatts or less.

Allows water company customer hosts to designate up to ten beneficial accounts, each of which must use electricity for treating and distributing public water supplies.

Water company virtual net metering facilities receive credits equal to retail electricity costs for excess generation, applied against generation charges and a declining percentage of transmission and distribution charges (80% year one, 60% year two, 40% year three and beyond).

Requires electric distribution companies to carry forward unassigned water company virtual net metering credits through the calendar year and compensate water company customer hosts for remaining credits at the rate the utility pays for power procured for standard service customers.
