Adds "personal delivery" definition to include electronic mail delivery to addresses identified by recipients as acceptable means of communication (effective October 1, 2015).

Permits state agencies to establish electronic filing systems for formal and informal agency proceedings by suspending paper filing requirements, with 30 days' notice required via agency website and Connecticut Law Journal.

Requires agencies to grant written requests for exemptions from electronic filing requirements when individuals demonstrate hardship, including lack of access to electronic devices or incompatibility with the filing system.

Requires agencies using electronic notification with clients to grant written requests for exemptions from electronic communication requirements due to hardship, including lack of device access or document incompatibility.

Updates multiple statutory references to correct subdivision numbering in section 4-166 from (15) to (16) for the definition of "regulation" due to addition of "personal delivery" definition.
