Establishes a task force to study election administration methods, including regionalization, professionalization, and efficiency improvements, plus the division of duties between municipal clerks and registrars of voters.

Task force consists of 11 members appointed by legislative leaders, the Governor, and the Secretary of State, including representatives from registrar organizations, municipalities of varying sizes, town clerks, and voter participation organizations.

Speaker of the House and President Pro Tempore of the Senate shall select chairpersons who must schedule the first meeting within 60 days and hold the final meeting no later than December 15, 2015.

Task force must submit findings and recommendations to the joint standing committee on elections no later than January 1, 2016, and terminates upon submission of the report or January 1, 2016, whichever is later.

Administrative support provided by the joint standing committee of the General Assembly with cognizance over election matters.
