SB 1084 Summary

• Board of Regents for Higher Education must develop a written definition for all sub-baccalaureate certificates awarded by institutions of higher education and private occupational schools in Connecticut by January 1, 2016.

• Starting July 1, 2016, all institutions of higher education and private occupational schools must annually report data on their sub-baccalaureate certificate programs to the Office of Higher Education in a uniform format.

• Required data includes program name, enrollment numbers, entry requirements, types of certificates awarded, academic credit offerings, pathways to associate degree programs, industry credential alignment, certificate stackability, and average completion time.

• Office of Higher Education must compile and analyze the data annually by January 1, 2017 to compare similar programs, assess student interest, and evaluate program necessity.

• Office of Higher Education must publish the compiled data on its website by July 1, 2017 annually to help students and prospective students make informed enrollment decisions.
